Background

The Bank Archives are part of the Information Solutions Group (ISG)Information
Management Services Unit, ISGIM.  The unit manages the Bank's library,archives,
and record management systems and services.  The Archives is responsible> for
retention disposition policies for Bank Group records (in all formats and media)
and for providing secure storage and retrieval services for non-currentrecords.
The Archives reports to the Director for Corporate Information Servicesand to
the Vice President and Chief Information Officer.

The Electronic Records Archivist (ERA) will report to the Bank Group Chief
Archivist and is responsible for the appraisal, scheduling andaccessioning of
electronic records created or maintained by units of the World Bank Group, the
creation of documentation packages and a variety of forms of descriptions of
accessioned records.  The ERA is further responsible for liaising with the
Archives Reference Desk to best answer inquiries about the electronic records in
the custody of the World Bank Group Archives from both internal and external
requesters.  The ERA also directs the preservation program for electronic
records.

Major Duties and Accountabilities:

1.   Analysis and planning.  The ERA analyzes current procedures and IT
architectures to recommend to the Bank Group Chief Archivist, new approaches and
techniques for the identification, scheduling, preservation, and use of the
electronic records based on industry standards and best practices. The ERA
maintains a conceptual framework, policies, standards and best practices for the
management of electronic records. The ERA works with system architects,
developers and administrators to integrate recordkeeping requirements into
existing systems, new off-the-shelf systems, and system upgrades.

2.   Appraisal, accessioning, and description.  The ERA reviews electronic
records to appraise their archival value with a concentration on the business
processes which produced the records as well as their content and technical
characteristics.  The business process analysis explains the context of the
records' creation and is used as a basis for establishing the retention period
and final disposition (destruction or preservation) for the records. The
technical analysis explains complex technical formats; discusses the resulting
problems for accessioning, reference, and preservation; and, in consultation
with the Archives IT Administrator, recommends a course of action to minimize
these problems.  The content analysis explains the information content of > the
records and their function, background and uses.  The ERA determines the
adequacy of documentation and prepares documentation packages for accessioned
records.  These  documentation packages describe a large number of files  with
unique relationships to other files in the accession, the functions/business
processes of the unit that produced the records, the uses to which the records
were put by the creating unit, the system that created the records, the complex
technical format of each file, and any processing that the Archives undertook
to change the records structure.

3.   Preservation and reference.  The ERA supports the Archives reference staff
to respond to inquiries, either made directly or referred by the textual records
reference staff.  Works with Data Administration and ISG staff to make
electronic records available through the Whole Bank Search. Works with the
Archives System Administrator  to make electronic records available through the
Archives' business systems. Works with the reference staff to find additional
means of making the records available.  Establishes industry standard
preservation  strategies and procedures for electronic records in conjunction
with the Archives System Administrator; sets priorities for preservation actions;

4.   Training.  The ERA trains other staff members in the Archives in the uses
of and needs for electronic records.  Through formal (e.g. the electronic
records conceptual framework) and informal methods, informs Bank staff of new
techniques and approaches in this area.  The ERA is also responsible for
publication of Intranet/Internet guidelines to users;

5.   Monitoring.  The ERA monitors Bank information systems, procedures and
staff for ongoing compliance with recordkeeping standards and best practices.

In view of the above duties, the candidates for the ERA position are
expected to prove:

o    Sound theoretical and or applied knowledge of database and information
management systems;
o    Ability to develop classification schemes to manage active records and make
judgments on the archival value of the variety of documents and business records
of the organization;
o    Knowledge of and experience with standards and best practices for records
management;  Familiarity with records and document management software
systems;
Knowledge of inactive records storage facility/technology and systems;
Familiarity with electronic records retention to manage data lifecycle;
Familiarity with digital preservation;
o    Demonstrated interest in, and understanding of the Bank Group's work and
objectives.  External candidates must, at a minimum, be familiar with the
mission and objectives of the World Bank Group.

Selection Criteria:

o    Masters Degree in Archives preferred (or equivalent combination of related
IT degree + 5 years industry experience).  Minimum 2 years experience required
in both Archives and IT, which should reflect increasing responsibility.
o    Proven experience in supervising and/or coordinating archives and
electronic records programs;
o    Knowledge and understanding of business processes and information systems;
